So, that guy at the end is an Archbishop, he shows up in chapter 18 and introduces Alicia (the girl on page 3 of this chapter) to them. He's obsessed with skills and mysterious powers of the world.

Alicia mentions in Chapter 32 that she doesn't think they should trust him, and from the looks of it, she was right.
