Why is there an option to report watermarked chapters when they are never removed?

Paywall lock aside for some Korean chapters , Utoons doesn’t specifically
have a no reposting rule so it’s actually one of the mods (?, or a bot, idk if “Contributor” is a human run account) reuploading their work as opposed to it seeming like they might be sniping other series

I actually don't have any beef with UTOON; that was just the second time I saw staff say that and I wanted clarification on how to tell the difference if a group acts as both aggregator and group, functionally.

it's aggregators in general because they are "illegal websites" that post officially tled stuff, even if its a tiny thing in a corner mangadex doesn't allow them to be mentioned by name in general
know a guy who mentioned an aggregator in an afterword and got unlucky with the mod that read it, removed his posting access for 2 days (he got it back after appealing in the disc to another mod because the other one didn't give it back)

don't think utoon acts as aggregator since all the stuff that gets posted is their own tls I believe, never been to their site but the easiest check would be if they have official stuff that's been stolen
if they do post any mangadex tl to their site then that just makes them far more scummy than I previously thought
