The city quests make a sort of sense. It is not just citizens getting a feel of what the adventurers are like, but also giving the adventurers connections throughout the town. It's more likely that a well-connected adventurer will remain with that city out of a sense of belonging. And there are quests that will be done because the adventurer knows the people requesting or that will be impacted by the quest. Admittedly, some adventurers will probably head off to the kingdom's capital, but it does seem like a good way to slow down the drain of talent.

Then, he also defeated a big spider that needs a lot of A+ ranked adventurers to kill it, and he single-handedly killed it... and again, only one-rank up... What a messed up system.
