Not really scam, seller looked surprised that his salted fish become liquid/spoiled. He even doubtful if he should sell it as it is, but he also need the money to pay for his journey.

So many stories have for cultures that make no sense. Seen plenty where bread that wasn't hard tack was amazing.

They always come off as if their culture was designed from the to down with something telling them how to live, instead of making mistakes and stumbling into things that work, like this fish sauce.

Vinegar is a great cleaning and cooking agent. I'm sure they didn't decide to make it on purpose, but instead figured out how to use spoiled wine (and the crystals - cream of tartar) from a failed product.
