Yes, yes, it's more likely Germany/the Holy Roman Empire than Austria, and it seems like it's sort of a combination of Italy (due to the Church being there) and Russia (because it's up north and they export a lot of salted fish, see Nobu chapter 115, page 11-12 for the reason I suspect it's probably more Russia than Italy.)
