Mixing things to make bread more filling should be common (based on my limited knowledge), because wheat are not that abundant (most would be sold). If this country can dispacth a dedicated quality control for bread to commoner, this empire is truly prosperous.

Why does my country doesn't have a bread inspector? What they put in bread they call it bread enhancers, but basically it's just filling
