Err, mister deacon. The whole point of buying the right to collect tax is to pay the government a specific amount, then squeeze whatever you can when you collect, because that difference will be the tax collector's profit... so there is no cheating there, that is the system.

Author is mistakenly combining a medieval tax system and more modern type of tax system.
