I think the metaphor is about the fear of risk (the winter that may or may not come) being so large that even with the opportunity (fertile land & warm weather), the bank still won't invest.
To change the bank's decision, they need to show that the profit will outweigh the risk (enough hot water to warm the cup)

Is for this storyline than this manga is so peak, so well written and developed, is so enjoyable to read.. shame the anime didn't captured at all the essence of this manga and no new season was created...
The anime was just an advertisement for real izakayas... which doesn't matter to those of us who are not even living in Japan.

Agreed, Isaac's report probably concluded with something like "The new canals would open new opportunities and a brighter future in Aitheria" but ends up being too vague and doesn't actually imprint any sort of image on what those opportunities and brighter future actually looks like. The canals would merely open a new page in the book of Aitheria but would yet to contain a "story" that would draw people's attention and money.

It sort of reminds me of Hugo (Hans' younger brother, the glassmaker) and how he planned to advertise his products initially. He intended to give the glasses to Lonbaudt for free and hopes that it'd give him exposure that way, and Lonbaudt preches to him about how if a bussiness is not handled properly, it won't sell, so they started working on the bussiness together. Then later on the sales stagnated, but they made a breakthrough by also starting to sell luxury eyeglasses with Benedicta as the main model, essentially selling a "story" through her.
Exactly, given Isaac's personality, he probably was writing stuff like "This can create opportunity for trade and improve economy", which would be fine theoretically, but doesn't really make people get excited about investing.
BTW Hugo is the older one, Hans is the younger brother.

It's the reason why i never finished the anime... I was expecting isekai shokudo- like storytelling but ended with youtube-like izakaya review...
