The two Guardian Spirits are co-workers, with the one in Nobu being the senior of the two.

I think the reason why Fox appear this time is because he’s about to find some connection and theory about Nobu. but in the end after he’s feel the sense of the shrine he stop thinking about it

He was going to use Nobu as a tool to increase his own standing in Noble society, the same thing the previous Fox victim, Damien, tried to do. Fortunately for him he came to his senses before she spirited him away to the Infinite Torii labyrinth, and she approved of his decision with the pat on the shoulder.

Reminds me of Isekai Shokudou where there is banning system. It made the place a de facto neutral ground for the otherworld residents as no one want to be denied access to delicious food.
