I think this chapter references the story of Antoine-Augustin Parmentier. Potatoes are originally from the Americas and when they came to Europe, farmers thought they were weird, people didn't know how to cook them, and some mistakenly believed potatoes caused leprosy, so they were mostly grown for animal feed. Parmentier tried to change the perception of potatoes in France (he had been imprisoned and fed potatoes in Prussia, where they were more progressive about potatoes). He promoted potato recipes, held fancy dinners with potatoes, and there's an anecdote about him tricking farmers into stealing potatoes and growing them.
