There are those in power who prefer more controversial approach to tackle their problems.
And since the approach is controverrsial, they often shirk off the resposibility about it to someone else through their "soft" influences (read: threats). It's often to maintain a certain public image created to avoid the criticism from the masses. Most the time, they know having a large number of enemy is not a good thing, no matter how much power they have.

If you pay attention to politics, this trick is used all the time.
