Technically, he is a reincarnator not summoned, she is summoned as she has her original body. I am not sure about the change in the LN, but in the WN for next few arcs she is mostly a background villain, aka she isnt important to the story just yet

Yeah, there's still growth to be happening, in particular brain-wise, but also other kinds of maturing. Girls shouldn't be like steaks, rare and bleeding if you poke them.

However, I don't think she looks 16, and the way she talks about it implies she has matured fully, and she's in prime condition because no degradation happens.
