Ending the chapter(-part) where they did, means the manga is over. Because that was the last sentence in the chapter(-part). And splitting a chapter in the middle of such a dialogue is impossible to do, morally speaking. So it must be true.

it actually finishes within the chapter, given the time after 12.1 and 12.2 was released in some sources, 12.3 is also out in other places, they'll probably release it soon-ish, doubt its gonna take months tbh, what's gonna take months is 13 for sure since i've yet to see that out yet, unless people actually found the raws for 13 somehow

"This country as we once knew it is over. Now, we'll rebuild in this new world and make our country even better than it was before." Or something along those lines. As a closing part of a speech, it would be as you said idiotic. But as an opener, it couldn't be better. If you start out with the worst line, everything you say after that can only serve to inspire hope and motivation.

Not many can tell you how they felt at the beginning of a speech, but they can tell you how they felt at the end of it.
