Yard genuinely enjoys hurting people. Calling him True Neutral is a hell of a stretch.
I'd peg him as Neutral Evil, but values his people instead of treating them as disposable. He's scum, but he could be worse.
I'd say Yard started the story as Lawful Evil, but has shifted away from Lawful as he feels less and less constrained by any need to Follow The Rules.
I'm unsure about the evil part, but I'm giving him the benefit of doubt as he was clearly from a corporate/late-stage capitalism world of magic. If anything, all of his actions thus far shows that he doesn't go out of his way specifically to hurt people unless he was attacked first. But he is definitely not above committing "crimes of opportunity". This is pretty much observed when he runs into situations that is unregulated by the laws of the world he is in or situations where he cannot be caught, tried, or punished.
We pretty much see this in the first half of the manga considering his intro had him figuring out there is an ugly political factor, spying, and even potential betrayal by his maid Tia (hence the domination spell). Now is he a good person? Hell no, but he can still feel empathy and we can see him catching feelings for Sophia, Tia, and even Faris the saintess at this point in the story.
