I mean, that's kind of the point of the rousing speech. It's to remind the citizens about things they already knew about themselves and their country as whole, things like their strength and the values they fight for, but may have forgotten amidst the fear and stress caused by the recent disaster (or even just amidst the hustle and bustle of everyday life). Gotta remind the people who they truly are and what they're really capable of, so that they can steel themselves for the war.
