Like many European countries, there are public universities where admission is free of charge, covered by tax.
Also, benefits to new parents, extremely low healthcare costs, high salaries (usually offsetted by high cost of living as well)

God forbid you'll invest in the young workforce by directing the public funds towards encouraging people to gain higher education, support all types of citizens with roughly equal healthcare opportunities, and actually encourage childbirth with the proper support of the public funds and law making.
