Because they're in it for the money. Whether they're also in it because they love their job, it is nevertheless a job. So they have a financial interest in churning out as much slop as possible; quantity over quality. Since their enterprise is built to scale it only takes a few suckers -- ahem, backers -- to make it worth their while. They promise so much when they have absolutely no means to deliver.
Note that this same business model also applies to telephone scammers.
