People forgetting that he fucked those girls in part to keep them from manipulating Kenji, doing so the only way he knew would get results/information. Fucking the girls in front of Kenji was meant to be in-universe shock value, a moment that would convince Kenji that he had no reason to stay in this world- because Aria and Naoto had betrayed him- only for it to backfire spectacularly, resulting in mass casualties and Kenji's own death.

So yeah, no small amount of guilt and regret there. That and seeing the whole "pure-hearted shonen hero inspires others to be better" from the perspective of the 'side character' in that dynamic.
