I'm not 100% certain, but my guess is - chapter starts with him being insanely hyped up about expanding his powers, he's in major main-character mode, when suddenly Sawa swoops in out of the blue and completely steals the attention away from him and redirects the entire course of the chapter. She is close with Fujimiya, and also vibes super well with Uncle, and that leaves Takafumi as an awkward fourth wheel with nothing to contribute to the convo. Wanting the spotlight back, and fresh off of instructing the memory spirit to pass word to the spirit of form that he should be considered for more special favors, he decides to do something attention-grabbing to get the spotlight back.

He also interacted with Sawa while genderbent back in Ch. 35 (borrowed her compact mirror in the lobby of the movie theater) and so may think he won't be so socially sidelined from the conversation if he becomes a girl she briefly met and talked to before.
