let's get this straight: he shuts her down only to apologize right after?
come on, man, put her on a leash, at least figuratively.
he knows that she was engineering the situation to an extent and doesn't strike back?
shaking my head here.

He still isn't in a great position here to make demands. They're in her debt for bringing in the remaining Nightmare members, and she is still currently stronger than Kuro. Even if, say, he knows she likes him and he exploits that, there's so much he can do to push his luck or else she may force her way. For now, just hinting that he's onto Seris' plan is enough.
Personally, Kuro starting to be cool in Chapter 38 is enough for now.
I expect no pardon for the traitors! I can understand for yuma she had circonstances and she ‘s a child but the sisters and the others whore for me it’s a NO

He doesn't have proof, simply a hunch, even if it's true. Besides, he doesn't want animosity between the two guilds more than already exists, so he's content to taking it as far as he needs to get what he wants but no further. I also suspect he doesn't want to show his full hand before the situation is remedied. So he is showing just enough to let it be known he won't be used as a doormat any longer, but not so much as to require force.
