The villains are a bit too goofy in this; the tone is somewhat serious and grounded, and the crimes committed by the villains are pretty damn bad, the first villain being a slaver and basically raping all the women in a town, and this guy is obsessed with forcing people to murder each other and lording his own strength over them for entertainment...
But then the villains open their mouth and they talk about how they love being evil and how 'it's the best being strong and trampling on weak people'.

It's cartoony and lame.
