He still has some fleshy bits on him, so he's more like a pale master. They're basically the intermediary step between necromancer and lich. They replace parts of themselves with undead grafts (until, ofc, they become fully undead). He does look pretty far gone though. I'd say the next step for him would've been to attempt the ritual to become a Lich.
