Looking at its stat, it's got only 180 MP and at this point 11 has been used.
And the explosion magic ambush got stopped by Mirei just yetting a tiny stick at it.

So I guess it's 'only' B rank because it can't fight for long + its attack aren't a big threat once you detect it.
