Yeah, good luck trying to rely on hiding, as defence, when even the two lowest pawns from Byakuya's gang could find them immediately. Hokage might want to rethink his strategy. Even moving to the other island might not help in the long run. Byakuya is a destructive leader, so he probably won't be able to sustain his gang self-sufficiently, both in material and morally. He and his gangsters will likely be radicalised more and more as time goes by, so eventually they'll need to attack others. If it requires making a raft to reach the other island, they will do it. If I was Hokage, I wouldn't dare to count on that gang self-destructing soon enough to save the rest of the students.

Also, those two kids who fled from Byakuya's gang will betray Hokage the moment they become too scared.
