My assumptions lie in that it’s for the demographic appeal and to show off how this daughter of MI6 agents and ultra prodigy was so talented that she not only joined the police force but rose to the rank of inspector. There’s also the potential Asian joke of having 5+ years of work experience despite being 25.

Seriously. 17 is tame, especially for a chaste relationship. And her being 17 isn't simply fanservice either, but an actual (minor) plot point. The fact that she's ostensibly too young is why they've never gone further and why Roku is keeping himself so restrained. Hell, Rinna is actively prodding him because she- at least thinks she- is the one who wants to go further. Despite the fact that the one time Roku let his self-control slip, he noticed Rinna's nerves were getting the better of her. It provides a conflict that's supposed to be funny because the MC is upstanding enough to not act on Rinna's flirtations.

The lead-up to her 18th birthday and the immediate aftermath are going to be one HELL of an arc...
