Yeah, it gets explained right in chapter 1 while it is being demonstrated that penetration is not necessary to resolve the effect of the collar (something that is also demonstrated every time after that), she just can't do it by herself but she's fine as long as someone else gets her off. Yes it is weird that it is missing. Shinsei Scans did the scanlation, but they are no longer active and their homepage has been hijacked by a malware site.

You can still find chapter 1 on other websites as @Marius8 mentioned. The title of the manga essentially tells you what happens, but the chapter also explains why Aine was enslaved and how her slave collar works (and there is a pretty hot ecchi scene...)
