Japanese society views women who are unmarried once they reach 25 as a "Christmas Cake", referencing the cakes sold before Christmas Eve that are not desirable and generally thrown away on the 25th. So 25 is when "things go bad from being too old".

It's pretty fucked up.

Their current efforts are anemic: Going the Russian and Hungarian paths of extreme economic incentives per Child born via marriage is a proven solution to population decay.
