Because he is a creepy dirtbag. He used Meguro until he got tired of her. He lies to his current girlfriend. He has a rendevouz with his ex-girlfriend without telling his current girlfriend, and ignores his current girlfriend's text messages. He's scum.

I agree that it would be a good idea for Aya to witness first hand what a scumbag her boyfriend is, but that was the farthest thing from Meguro's mind (if there was really anything on her mind at all). Meguro neither planned to have Aya witness the scene, nor any idea the she would actually witness the scene.
