I'm not sure you understand. It's implied that she made him strip so she could film his dick. We don't know if this is the worst of the bullying, but it's implied that the bullying was at this level of evil.
You can see on the top right and top left of the image the other two bullies. It's implied that these two are the ones who turned on the FMC and started bullying her.
I know that many things are just implied, but there's no other way to read a one-page-per-chapter type of story. We must infer a lot of context from every detail.
No clue how you came to the conclusion that he was just wanking somewhere and the girls caught him. I'm even more baffled by how you seem to think that she's covering for another bully by making this video.
Unless when you say "bully" you mean "bullying" (your English leaves much to be desired). In that case, this is the bullying. They're bullying him by making him strip, humiliating him by making him stroke his flaccid dick while being filmed in public. Does this not count as bullying to you?

Well, i did just binge read this on the same day on the comment, when click on that link chapter of fanbox version. Well yeah it imply, so who to say it is 100%.
Also i found the ideal of MC wank and got spot make more sense. "MC is bullied into take his dick out to get film", why would MC do so himself ? take off everything, holding his D for them to be film, he bullied himself into worse
speaking as bullied kid, and i also see many bullied case that involved humiliations harassments like try to film the victim. That not how victims act, at worst the victim may helplessly not fighting back and just sit there but will cover yourself, even when they got no piece of clothe left. Never ever see obey and get themselves even worse like this.
