I'm interpreting this as something she wanted him to do because it would let him be better socially, rather than some evil plot. It's a fucked up way of making "friends" by having her be the target of all of them. I haven't read the stuff with the flashbacks, but maybe that's what happened to her? She had "friends" just like that and when their target disappeared they turned on her instead, so understanding that pain, she wants to be the punching bag for him to have friends or something.
Either way I'm still hoping for a good ending but who knows at this point it's so back and forth.

There wasn't one continuous buildup-- he was going to get his revenge (whatever it was) much earlier, but then his progress got reverted and he considered killing himself as part of a new revenge plan. Then, when he was persuaded from killing himself, he let this girl attempt to help him for several chapters while it was clear he was being slowly won over by her efforts, before he reverted himself and decided to deceive someone that-- at this point-- was not only not bullying him, but was sacrificing himself to his bullies for him.

And even then, this wasn't something he concocted-- it was just an opportunity he took that randomly presented itself.
