So.. I'm curious. What if... she isn't a "reincarnator" but that whole life of hers in "South Korea" was basically a drug induced dream instead? A long induced haze which she was finally able to snap out of. It would help to explain why instead of thinking "she's changed" they are thinking "she's back" and it would also help to explain why she's quickly adapting to the mantle of "Empress" because she always was one.

It would also explain why Fez looks so similar to that shitty manager (because he was the person pulling her strings). It's not that he looks similar it's that her mind imposed him on the "manager position" as a way of making her understand he was manipulating her.
