I feel like I got a more or less decent understanding of what he did with the whole reincarnation thing. but I still don't get why they can't just end up together and he has to go out of his way vetting all her perspective marriage partners. Is she really the unluckiest person ever, only ever able to marry into strange plots or what have you over multiple lifetimes?

This doesn't make any sense. Adrian was a good guy and was set up for the drug thing. Heck, he was the ONLY good guy (discounting Jasper, who isn't a guy at all). Why would he behave like this?
And why would Stalksker get in the way? Wouldn't that completely ruin his intention of tormenting the girl? Or am I misunderstanding something about how all that reincarnation nonsense works?

Wait... hold on. Was Adrian actually aiming to kill Stalksker all along and save his friend from her torment? If so it was a rather foolishly direct way to go about it. I guess he didn't have a lot of choice though.

In any case though, if Stalksker dies and the protag doesn't, then at least she has some chance at happiness now. This is a moderately good outcome, even if Adrian ends up arrested again.
