actually, yes you can it seems.
I watched a video just the other day about Paprium, a recently-released Sega Mega Drive (or Sega Genesis in the USA), and how at least twice it seems work was frozen because Paypal thought it was money laundering, due to how many donations it got.

100%. Experienced it myself.
it is not banned though. Only „restricted“ until proven the moneys origin is legal.
in germany the limit for a new account is about 999€
for an old account that limit is around 5000€

if you transfer too much within a short period of time, you will be promted to hand in proof. Otherwise they won’t let you retrieve the money.

in Germany over 10.000€ within a year, Paypal will notice the police and they gonna do a full inspection on you.
