I feel like on some level Kurea is genuinely endeared by/sympathetic towards Chihiro and Chanel but it's not enough to make her not do all of this awful stuff to them. Like, "Aw that's kinda sad actually. Anyways they'd better get moving or I'll cut off their fingers." It kind of makes it worse in a way, that she's understanding of how shitty everything is for them but doesn't really care.
