What does this have to do with meth-heads?
Nothing. The term is actually slang. "Land mine type girl."

https://en.wiktionary.org/wiki/地雷#Noun_2

(slang) "land mine", used in metaphor for a person (especially a girl) who turns out to be troublesome and unstable as a romantic relationship progresses; and also associated with a fashion of black cutesy clothing with pink highlights often treated as an antithesis to 量産型 (mass produced girl)

Jirai Kei (地雷系/じらいけい) translates to "landmine-type" and is derived from "jirai onna" (地雷女) which is a derogatory term that refers to a type of a woman that has a high tendency to have violent emotional breakdowns. The term is often used to harass and demean.[1] Due to a makeup challenge by Japanese YouTuber SuReRo[2], which was about emulating the particular stereotype, it has been associated with various darker girly styles, gradually morphing into its own subculture.

As the word is almost always used in a derogatory way, there has been controversy surrounding the name -- some Japanese netizens protest its use as a name for a fashion style, claiming the term must be taken more seriously.[3] However, the term has still seen use in Japanese sources despite its negative connotation.

Basically, "batshit cluster b girl." Oh god, Japan's imported American women as a fashion trend?
