Idk, I feel it’s not about being cold but rather feel cold, I spend some nights but ahh naked, but I don’t feel “cold” but when I do it’s probably too late, plus it’s kind of an anime trope at this point, “you’ll get cold“ is often not a warning but a heads up, you can’t prevent it but you can prepare for it, so when a character say you’ll get cold it probably means next chapter/ep is going to be about them sick and bed ridden

If you feel cold because of having a cold it's because you have a fever. That messes with your temperature perception.

And no, I don't think it's something they say after people have already gotten sick or are going to get sick. It's about their superstition that you catch a cold from everything under the sun.
