She dresses in jirai-kei fashion (seemingly mainly due to the influence of Chinatsu), which is stereotypically associated with emotional instability, clinginess, manipulative behavior, etc., etc. The whole concept of the manga is that while she dresses like that, she's not like that at all, and instead she's just quirky and spaced out.
