You can use multiple post stamps on a single envelope to fulfill the value requirement. I knew for a fact this is the case in Poland, and with Universal Postal Union I suspected it'd be the case for Japan too, and it is according to https://shiri-navi.com/1052/.html , so you can send a letter with two 85yen stamps, or with an 85 yen stamp and some smaller one (idk what stamp values Japan has) in order to send your father one of the interesting stamps
