The Demon Lord wanted to get along with humans, but Queen Bitch killed him, so he reincarnated as Iris the Waifu to try and make changes from the human's side.

It's covered in various places. But you get most of it in Chapter 30. Frey was the second in command to Demon Lord Irisphilia. Irisphilia apparently sacrificed their life when the evil Queen came to defeat the Demon Lord. Their plan was to reincarnate as a human to reach their goal of bringing peace to monsters/demons and humans.

Yeah, she has full memories of her previous incarnation as the Demon Lord. But until Haruto unlocked her Magic Levels, Iris (human) was locked to a level 5, and couldn't grow any stronger.
