The setting should be early 90's but I don't think maid cafes are a thing during that time since I can only think of early/mid 00's is when maid cafes start popping up, but I think it can be earlier than that since Akiba shift from electronic center into Otaku haven start in late Showa/early Heisei

I think it's supposed to be early 90s, before Japan's economic bubble burst. Maid cafes started popping up in early 2000s.

Series start at April 1990 (and prologue is in 2019) and festival happens in autumn.
