The whole idea of scanlation is to bring a work to a wider audience and let them appreciate its artistry. As such, it's unfortunate that some scanlations are low quality, because it kinda gets in the way of that - but still, it's usually better than nothing. That said, the ebook release of Joan is an example of a release is so phenomenally poor quality, it would be more respectful to the work to not upload it at all. Here is an example;

As to how somebody was given the okay to release this abomination into the world, I do not know. The Internet Archive has scanned two of the three physical books, if somebody else has the third and was willing to scan it a release could be put together...
