I've heard that, in some places, they tell people to be wary of Mooses and Bears.
And I love how they always say Mooses first

This villain is a reference to the band "Korol i Shut" (Король и шут), they have a song called "Лесник" (forester) and he even has the same name as the founder and lead singer of the band (rest in peace). I'm not familiar with what his stand is referencing though but safe to assume it's another old russian band/song.

So I guess the Stand power is to basically send intent into animals through radio or sound waves?
