I'm curious if this was still the case when this doujin came out in 2015? Not that I think the doujinka was doing extensive research on Italy's laws lol. It's interesting to know this detail, since I've always just heard "their drinking age is 16" too.

this law is from 2012. IT may confuse the fact that 16 and 17 years old there is no crime (it's not penal) but only administrative, and administrative are rarely prosecuted by office so a restaurant serving alcohol to 16 y.o may be fined by the NAS (police office related to food and hygiene laws ), but in a familiar context or a context of friend's gathering no one is actually prosecuted unless serious incidents happens. It also happens that most minors actually drink, even minor of 16, especially during holidays (like new years day), I myself got my first taste of wine at 14 years old. When this happens inside the family is all good (it's done in moderation and once on a while), when it happens outside...well sometimes minors ending up in ethilic coma do come up in the news.
Also the laws are made that in this case the fault don't lie on the minor drinkers but on the providers.
