Personally I'm indifferent, I don't like nor dislike him
But he's saying that Jotaro is underestimating him when he is just trying to protect him and he actually underestimates Jotaro according to his actions
Koichi you fought like 3 people at most. Jotaro fought dozens, trust him he knows what he's doing
Plus the fights he had were more deadly and hard

the problem with koichi is that he thinks he know what hes doing then try to do his strategy in a life or death situation despite jotaro being 100x more stronger than him in every way possible and being the expert in the situation. to be honest this is a big miss play on koichis part
