We can't just have Kira 'cause this manga ain't about him, but about Josuke and we've just finished a Kira arc
They didn't even fight that many stand users and the final battle is really good and not rushed
6 creatures were pierced by the arrow but there are only 3 left which is not much at all
Part 1 had 44 chapters and this part has 41 left which is really much and it's the longest part too so there is nothing rushed about it excluding Koichi and Yukako's relationship
Plus there's gotta be tension built up for the final long battle
So Araki did the good thing to introduce more stand users before revealing Kira
