@owlette As an arc, I’d say High Voltage basically exists to both give Johnny a motivation for the end of the race as well as to show Valentine’s dedication—that even if he’s dead he’s still pursuing his goal, and he doesn’t really care that he won’t be the one to do it himself. It being specifically Diego, particularly with THE WORLD, essentially ties it back thematically to the conflict that has driven the plot of so much of the series (i.e. the Joestars vs. Dio).

Plus, it gives Araki a chance to show what type of stuff happens when these two Stands that are already established to be immensely powerful have a showdown, showing some unique uses for each of them.
