He hasn't portrayed a japanese cop in a bad light though if I remember correctly.
I mean, Josuk8 does get unfairly arrested in the beginning of the Wonder of U arc. Generally Araki just goes off of media depictions of American cops because that's what is popular in the music he listens to. He probably has genuine experience with Japanese cops that wasn't bad and just assumes what no good hippies have to say about American cops is the truth. I doubt an unassuming Japanese man was rudely treated by Floridian or Hawaiian cops when he went on vacation there.

To be fair, Part 2 took place in the 30s (well before the Civil Rights Movement), Part 5 took place from the perspective of the mafia (with a character introspection on police corruption on an individual level), and Part 6 was in Florida.

Can't speak for what Hawaiian police are like today though.
I've played enough Yakuza 8 to know Hawaiian cops are pieces of shit to foreigners. If that's what the Yakuza team felt, when they could tell where the shady crime districts would be after a week there and accurately map out where high level enemies and strip clubs are, I'd trust they'd understand what makes a bastard cop

Or he could just be informed on police brutality in the united states. Not like American police are saints badly misrepresented by the media or some shit, and when Araki was born America still had the black panther party, and everyone knows what police did to the free meals program they had for children

Ikr?? Like "Hm, I wonder what massive global event that even crowds in Japan publically protested against might be relevant here, in why Araki decided to portray American cops in this way?" Hm...... oh it must be he got a parking ticket or something, obviously.

And that's not even starting on the fact that cops in the US being corrupt is just literally true, anyway lol
