It just wasn't very funny, the reason he was being so strict was because he wanted her to eat less sweets, the punchline was that he was exaggerating and being an asshole. We might get more information in later chapters, I'd be interested to find out what's going on with her mother. She seemed to be in a hospital. Maybe his behavior will make more sense then.
