It's pretty funny how the one surprised the most times in this manga is the MC, not the targets of his vengeance. If Kyou wasn't such a psycho who's actually enjoying his "friends" disappearing one by one, Uruma would be long dead. But Kyou is enjoying it, and the goons apparently can't do anything without asking him first, so all of Kyou's buddies were practically pining for the fjords from the beginning.

Considering in a previous chapter one of the villains killed a child for no reason, I have a feeling the police are just inept. Police that are actually good at their job would've had all of these people in juvie by now.
