the villains in this story are way too demonized. the story is too edgy. i like some revenge stories but this is way too out of pocket. I wish things were more nuanced but each and every character are bad stereotypes

The cops only have their eyes on Uruma. Every other crook in the city is free to do whatever they want. I mean, this random judo club member just confession to burning a house, possibly costing over 10 million yen considering it would have been full of stuff, which he would need to spend much of his life paying for, unless his parents are rich and do it for him. Normally you'd go to the police if some brute tried to blackmail you to do that, but since every single cop in that city is only after Uruma (and not very good at that, either), the place is basically a lawless jungle.

Yeah - Kuga habitually mauling and raping everyone in the judo club and getting away with it is so much bullshit. It makes Madoka's rape of Kaname going unnoticed look plausible.

Apparantly Kuga mauled several up-and-coming judo athletes so badly that they had to drop out of the sport alltogether. You'd think that some coach, teacher or parent would have taken action at that point, right?

Even without the rapes, there's no way that the adults wouldn't have intervened at this point.
